Parliament Monsoon Session LIVE Updates: Home Minister Amit Shah is addressing the Lok Sabha on the no-confidence motion moved by the Opposition coalition 'INDIA'.

"The motion has been brought to distract the people and does not reflect the country's will," Shah said.

Speaking on Manipur, Shah said: "I agree with the Opposition that there has been unprecedented violence in Manipur. Nobody can stand for that. The events have shamed humanity. But what's more shameful than the events in Manipur is the politics around them."

Two days after his return to the Lok Sabha, Congress MP Rahul Gandhi also addressed the House during a discussion on the motion. Targeting the government on the Manipur unrest, Gandhi said that Prime Minister Narendra Modi does not consider the state as a part of India.

"The BJP government murdered India in Manipur. That is why the prime minister cannot go to Manipur" he said.

The BJP, on the other hand, attacked the Congress saying that it was under their regime when insurgency thrived in the Northeast.

"The Congress party needs to apologise to India," said Union Minister Kiren Rijiju.

Meanwhile, women MPs of the BJP filed a complaint against Rahul Gandhi with Speaker Om Birla, claiming he gave a flying kiss to the House during his address.

"You are not India. For India is not corrupt, India is not dynasty, and today of all the days people like you need to remember what was told to the British - Quit India!'" said Union Minister Smriti Irani in the Lok Sabha.

'Not Questioning Amit Shah's Competence But...': Oppon

Opposition demands PM Modi's statement on Manipur.

"We have been demanding a discussion since first day. We have been urging the Prime Minister to speak. We have not questioned Home Minister's competence, but how can a constable speak on behalf of a district collector?" Congress leader Adhir Ranjan Chowdhury said.

'Why did UPA Change Name to INDIA?': Amit Shah

"They had to change the name of their alliance. It was a good name, it ruled for 10 years. Why did they have to change it? Because the UPA alliance has scams worth over Rs 12 lakh crore," Amit Shah said.

'How Did Manipur Video Come a Day Before Parliament?': Amit Shah

Questioning the timing of the viral video from Manipur, Amit Shah said: "How did this video come a day before the Session? If anybody had the video, should it have been given to the police? Should it have been made public? Should the woman's dignity not have been taken into consideration?"

'We Have Brought Peace to Northeast': Amit Shah

Speaking on Manipur, Home Minister Amit Shah said that the BJP has brought peace to the Northeast.

"I agree with the Opposition that there has been unprecedented violence in Manipur. Nobody can stand for that. The events have shamed humanity. But what's more shameful than the events in Manipur is the politics around them," Shah said.

"The Opposition has not let the Home Minister present his side on such a sensitive issue. What kind of a behaviour in a democracy is this?" Shah said.

"Within a day, the DGP and chief secretary was sacked," he said.

"The chief minister is changed when he does not cooperate. This CM is cooperating," Shah said.

'No-Confidence Motion Not People's Will': Amit Shah

Home Minister Amit Shah is addressing the Lok Sabha on the no-confidence motion moved by the Opposition coalition 'INDIA'.

"The motion has been brought to distract the people and does not reflect the country's will," Shah said.

Calling it politically motivated, Shah said that the no-confidence motion "will show the real character of the Opposition in the country."

"The UPA's character is to indulge in corruption to save their government," he said.

Congress MPs Walkout of Rajya Sabha

Congress MPs stage walkout from the Rajya Sabha over Manipur issue.

"Our intention was that when a detailed discussion happens on Manipur in the House then some details will come out. PM is not ready to come to the House. The Government is not ready to listen to us. As a mark of protest, we will walk out from the House," Mallikarjun Kharge said.

'Kashmir Needs Love, Not Just Tourism': Farooq Abdullah

Targeting the government over the Abrogation of Article 370, Farooq Abdullah said that the government only makes tall claims over the Union Territory.

"Kashmir needs love, not just tourism and business," he said.

"We stand proud to be part of this nation. But this nation has a responsibility not only to Hindus but to everybody who lives in India. The PM doesn't represent only one colour, he represents India. How many Kashmiri Pandits have you brought back in these last 10 years?" he asked

"Don't say we are not part of India, we are Pakistanis, traitors. We are part of this nation," he said.

'Rahul Gandhi Has Always Respected Women': Cong MP

Speaking on the row over Rahul Gandhi's purported flying kiss gesture in Parliament, Congress MP Geeta Koda told news agency PTI: "Rahul Gandhi has always respected women, but the BJP doesn't want to see him in Parliament."

Mallikarjun Kharge Demands Discussion on Manipur

Leader of Opposition in Rajya Sabha, Mallikarjun Kharge demanded a discussion on Manipur under Rule 267.

"I have raised an important issue. Not just parties of INDIA alliance, many more want the PM to speak. I appreciate that the Home Minister is ready for a discussion, but all we want is for the PM to speak," Kharge said.

"I appreciate your affection for the PM, but I have already decided on this matter," chairperson Jagdeep Dhankhar said.

Amid ruckus, Piyush Goyal accused the Opposition of "insulting the Chair and the House."

'Govt Trivialised Manipur Situation': Rajiv Ranjan Singh

JD(U) MP Rajiv Ranjan Singh said that Union Minister Smriti Irani trivialised the Manipur situation in the House.

"The Union Minister spoke about isolated incidents across the country and trivialised the Manipur situation," he said.

'You Are Not India': Smriti Irani

"You are not India. For India is not corrupt, India is not dynasty, and today of all the days people like you need to remember what was told to the British - Quit India!'" said Union Minister Smriti Irani in the Lok Sabha.

"For the first time, the Congress party is applauding on comments like the murder of Bharat Mata," she said.

"You are not India because you define corruption in India, you are not India because you define incompetence," Irani said.

"Parliamentary Affairs Minsiter Pralhad Joshi, Union Home Minsiter Amit Shah and Defence Minsiter Rajnath Singh repeatedly said that the government is ready to debate on the Manipur issue. The Opposition ran away from it, we did not," she said.

'BJP Govt Murdered India in Manipur': Rahul Gandhi

Two days after his return to the Lok Sabha, Congress MP Rahul Gandhi is addressing the House as the debate on the no-confidence motion moved by the Opposition coalition 'INDIA' is underway.

Targeting the government on the Manipur unrest, Gandhi said that Prime Minister Narendra Modi does not consider the state as a part of India.

"The BJP government murdered India in Manipur. That is why the prime minister cannot go to Manipur" he said.

"The Indian Army can restore peace in Manipur in a day, but the government is not deploying them because the government wants to murder India in Manipur," he added.

"You are throwing Kerosene in the whole country. You did that in Manipur and lit a fire and then you did the same in Haryana," he alleged.

The BJP, on the other hand, attacked the Congress saying that it was under their regime that insurgency thrived in the Northeast.

"The Congress party needs to apologise to India," said Union Minister Kiren Rijiju.

Lok Sabha Adjourned Till 12 Noon

Lok Sabha Speaker Om Birla adjourned proceedings in the Lower House till 12 noon on Wednesday, amid sloganeering and protests by the Opposition over the Manipur issue.

"I had taken 20 questions and I try to ensure that everyone speaks during Question Hour. What is your message? Do you not want to discuss issues during Question Hour?" Birla said.

Rajya Sabha Adjourned Till 2pm

Soon after proceedings commenced, Rajya Sabha Chairperson Jagdeep Dhankar adjourned the Upper House till 2pm on Wednesday.

Prior to this, Leader of Opposition in Rajya Sabha Mallikarjun Kharge remarked that Tushar Gandhi, the great-grandson of Mahatma Gandhi, has been arrested on the anniversary of the Quit India Movement.

"For the first time in history of Indipendent India I have been detained at Santa Cruz Police Station as I left home to commemorate 9th August Quit India Day. I am proud My Great Grandparents Bapu and Ba had also been arrested by the British Police on the historic date," an unverified Twitter handle with the username Tushar Gandhi tweeted.

Question Hour in Lok Sabha

Lok Sabha MPs posed parliamentary questions to the central government during Question Hour, amid sloganeering and protests by Opposition MPs over the violence in Manipur on Wednesday.

Rajya Sabha Marks Anniversary of Quit India Movement

Rajya Sabha Chairperson Jagdeep Dhankhar addressed the Upper House on the anniversary of the Quit India Movement that was launched by Mahatma Gandhi in 1942.

Later, papers were tabled by Rajya Sabha MPs in accordance with the legislative agenda of the day.

Lok Sabha Commences By Remembering Quit India Movement

The proceedings of the Lok Sabha commenced on Wednesday by observing a minute's silence as tribute to Indian freedom fighters on the anniversary of the 1942 Bharat Chhodo Andolan or Quit India Movement that played a pivotal role in India's struggle for independence against the British Raj.

Rahul Gandhi To Kick-Off Debate on Day 2

"Rahul Gandhi will speak today. He will begin from our side at 12 noon," Adhir Ranjan Chowdhury, the leader of Congress in the Lok Sabha, was quoted as saying by news agency ANI.

'Awaiting Confirmation': Congress on Rahul Gandhi's Speech

There still appears to be a lack of clarity on whether Congress MP Rahul Gandhi will address the Lok Sabha on the no-confidence motion today or tomorrow.

"So far, we haven't received any information from Rahul Gandhi's office on whether he will speak in Parliament today or tomorrow. We are awaiting the confirmation," Congress Chief Whip K Suresh was quoted as saying by news agency PTI.

The senior party leader is also slated to speak at a rally in the Banswara district of Rajasthan on Wednesday, as per reports.

Meanwhile, Congress MP Manickam Tagore told PTI, "He (Rahul Gandhi) is travelling to Rajasthan today. He will participate in the discussion. Timing is the only factor."

Digital Personal Data Protection Bill Listed in Rajya Sabha

The Digital Personal Data Protection Bill, 2023, has been listed for consideration and passing in the Rajya Sabha on Wednesday. It was passed by the Lok Sabha on 7 August amid ruckus over the Manipur issue. 

Other bills that have also been listed for discussion in the Upper House are: The Constitution (Scheduled Castes) Order (Amendment) Bill, 2023; The Pharmacy (Amendment) Bill, 2023; The Anusandhan National Research Foundation Bill, 2023; The Coastal Aquaculture Authority (Amendment) Bill, 2023; and The Repealing and Amending Bill, 2023. 

Opposition Invokes Vajpayee To Target Modi Govt on Manipur

One of the highlights of the first day of the No Confidence Motion debate in the Lok Sabha was the manner in which a few Opposition MPs invoked former Prime Minister and BJP icon, the late Atal Bihari Vajpayee.

Criticising Prime Minister Narendra Modi's alleged silence on the violence in Manipur, the Opposition recalled Vajpayee's advice to Modi when the latter was the chief minister of Gujarat in 2002. Read more here.

'Manipur Is Burning, PM Modi on Maun Vrat': Gaurav Gogoi

On Tuesday, Gogoi began his speech on the no-confidence motion by asking PM Narendra Modi three questions:

1. Why has he (PM Modi) still not visited Manipur?

"The Home Minister has visited, MoS Home has visited, INDIA alliance leaders have visited, then why has the Prime Minister not been able to?" Gogoi asked.

2. Why did it take almost 80 days for him (PM Modi) to address the issue, and that too only for 30 seconds?

"Despite that, even till today, he has not uttered a word of condolence or given a call for peace and harmony... His ministers are saying, 'we will speak'. You can speak, no one is stopping you. But the effect of Modi's words, as the Prime Minister, cannot be compared to a minister," Gogoi said.

3. Why did PM Modi not sack Manipur CM?

"When elections were approaching, he changed chief ministers multiple times in Gujarat, Uttarakhand, Tripura, for his political ends. Why not now?" he asked.
