Parliament Monsoon Session 2022 Live Updates: Both Houses of Parliament were adjourned on Wednesday, 3 August, and will reconvene at 11 am on Thursday.
During the day's proceedings, the National Anti-Doping Bill was passed in the Rajya Sabha, while the the Central Universities (Amendment) Bill was passed in the Lok Sabha.
The Personal Data Protection Bill, 2021, which sought to provide for protection of personal data of individuals, and establish a Data Protection Authority, has reportedly been withdrawn by the government on Wednesday after a parliamentary committee suggested 81 changes in it.
Meanwhile, the Ministry of Culture organised a 'Tiranga bike rally' from the Red Fort to Parliament on Wednesday morning, for Members of Parliament (MPs) from all parties.
The Monsoon Session, which began on 18 July, is scheduled to end on 12 August

Finance minister Nirmala Sitharaman on Tuesday slammed claims by the Opposition that the government was only focused on the financial betterment of "Ambanis and Adanis" and said that the debate was being politicised.
"But to attribute to us, that you are not doing anything for the poor, you're always for the Ambanis and the Adanis – sorry, I'm compelled to take the names – is absolutely politicising a debate which is so necessary for the country," Finance Minister Nirmala Sitharaman said in the Rajya Sabha.
"Each one of us is contributing to the recovery process," she said.
The Lok Sabha passed the Wild Life (Protection) Amendment Bill, 2021, by voice vote.

Discussion on the Central Universities (Amendment) Bill, 2022 is currently underway for consideration and passing in the Lok Sabha.
The bill seeks to convert the National Rail and Transportation University, a deemed-to-be-university, into the Gati Shakti Vishwavidyalaya, an autonomous central university.
During the dicussion, Union Minister Ashwini Vaishnaw said, "Transport sector is complex, especially Railways and metro. If we have to handle such complex system, we need technical education. We put forth concept of Gatishakti University for technicality, engineering and finance education of railways, metro, highways, ports."
He added, "The university will focus on five areas including transport-based courses, skill development, applied research, technology development, and transport economics."
Discussion on the National Anti Doping Bill, 2022, is currently underway in the Rajya Sabha for cosnideration and passing.
Union minister Anurag Thakur said the bill "intends to building institutional capabilities in anti-doping and enabling hosting of major sports events, protecting rights of sportspersons, time-bound justice to athletes, enhancing cooperation among agencies in fighting doping...reinforcing India's commitment to international obligation for clean sports, independent mechanism for anti-doping adjudication, providing legal sanctity to anti-doping agency which we generally call NADA and NDTL - National Dope Testing Laboratory."
The Lok Sabha was adjourned till 4 pm.
Minister of State for Home Affairs Nityanand Rai informed the Rajya Sabha that the Centre had released Rs 648.80 crore in 2022-23 in the form of disaster assistance to Assam to rehabilitate people affected by floods and landslides.
The government informed the Rajya Sabha that over 34,000 women are currently serving in different central armed police forces, like the CRPF, BSF, and the CISF.
Minister of State for Home Nityanand Rai said that 9,454 women are serving in the CRPF, 7,391 in the BSF, 9,320 in the CISF, 2,518 in the ITBP, 3,610 in the SSB, and 1,858 in the Assam Rifles.
Union Minister Jitendra Singh said in the Lok Sabha that the government had reduced the timeline to redress grievances from 45 to 30 days.
A portal called Centralised Public Grievance Redress and Monitoring System or CPGRAMS allows citizens to register complaints.
"We will support the Opposition's candidate Margaret Alva in the upcoming Vice Presidential Polls," AAP MP Sanjay Singh told the media.
The Central Universities (Amendment) Bill, 2022 has been passed by the Lok Sabha. The Bill amends the Central Universities Act, 2009, which provides for establishing central universities in various states.
The Lok Sabha is holding a discussion on promoting sports in India and the steps taken by the government in this regard, under Rule 193 of the House.
The Centre has set up a three-member committee to assist it in carrying out the delimitation of wards of the Delhi Municipal Corporation.
Union Minister of State for Home Nityanand Rai said in Rajya Sabha that Sections 3, 3A and 5 of the Delhi Municipal Corporation Act, 1957 confer the power of delimitation on the central government.
"In exercise of this power, the central government has constituted a three-member committee to assist the central government in carrying out the delimitation of wards and other functions incidental or related thereto.
The three civic bodies of Delhi - North DMC, South DMC and East DMC - merged into one municipal corporation on May 22, 2022 as the Delhi Municipal Corporation (Amendment) Act, 2022 came into force.
The legislation to unify the three civic bodies was approved by Lok Sabha on March 30 and by Rajya Sabha on April 5. President Ram Nath Kovind gave his assent to the bill on April 18.

There were over 9.79 lakh vacant posts in different Central government departments as on March 1, 2021, Union Minister of State for Personnel Jitendra Singh said on Wednesday.
Of the total of 9,79,327 vacant posts, 23,584 are of Group A, 1,18,801 of Group B and 8,36,936 of Group C categories, he said in a written reply to a question in the Lok Sabha.
"Creation and filling up of posts in the central government is the responsibility of the ministry/department concerned and it is a continuous process," Singh said.
Vacancies in various ministries or departments of the central government, and their attached or subordinate offices arise due to retirement, promotion, resignation and death, among others, he said.
"All ministries/departments of the central government have been asked to take action in a mission mode for filling up of vacant posts in a time-bound manner," the minister said.
An indigenous 5G test bed has been established at a cost of Rs 224 crore for experimenting and demonstrating 5G products, applications and use cases, Parliament was informed on Wednesday.
Many 5G products are being developed by the Centre for Development of Telematics (CDoT) and Indian startups, in line with policy initiatives of the government through flagship programmes and schemes for telecom products, Minister of State for Communications Devusinh Chauhan said in a written reply to the Lok Sabha.
The 5G technology offers benefits, such as high speed, low latency, high connection density and greater reliability.
"Also, an indigenous 5G test bed has been set up at a total cost of Rs 224 crore to facilitate for experimenting and demonstrating 5G products/ applications/ use cases," the minister said.
As many as 31 companies have been selected under the production-linked incentive (PLI) scheme for the manufacturing of telecom products.
India's share in the estimated USD 360-billion global space economy is approximately two per cent, the Lok Sabha was informed on Wednesday.
Minister of State in the Prime Minister's Office Jitendra Singh said India has acquired indigenous capabilities in the space sector across all domains, including space transportation systems, and space assets comprising a fleet of satellites catering to the needs of earth observation, satellite communication, meteorology, space science and navigation.
India also has ground infrastructure, and a host of operational programmes related to the applications of space technology to address national imperatives and the common problems of man and society, he said.
"The exact sizing of the Global Space Economy is a complex exercise and matter of much debate. A 2019 estimate pegs the global space economy at USD 360 billion with India's share at approximately 2 per cent," the minister said.
A bill that seeks to make it mandatory for buildings with a minimum connected load of 100 kW to meet their energy requirements from renewable sources was introduced in the Lok Sabha on Wednesday.
Power Minster R K Singh introduced in the Lok Sabha the Energy Conservation (Amendment) Bill that also has provisions to establish carbon markets and empower state electricity regulatory commissions to make regulations for a smooth discharge of its functions.
Trinamool Congress MP Saugata Roy opposed the introduction of the Bill, contending the provisions were not sufficient to find alternative sources of energy and the bill seeks to make the Bureau of Energy Efficiency (BEE) a top-heavy structure.
"Chess originated here and is spread across the world. But a Chess Olympiad has never been held in India. I'm happy to tell you that 187 countries are participating (this time) and the 44th Chess Olympiad is being held in Mahabalipuram," Sports Minister Anurag Thakur told the Rajya Sabha.

The National Anti-Doping Bill was passed in the Rajya Sabha unanimously by a voice vote after a four-hour-long discussion on it. The bill had been passed by the Lok Sabha on 27 July.
The Anti-Doping bill aims to grant greater powers to the National Anti-Doping Agency to conduct investigations, searches, and seizures, and ensure the proper functioning of the National Dope Testing Laboratory (NDTL).
In official terms, the NADA will have the power of "levying sanctions for anti-doping rule violations, the disciplinary procedures to be adopted and the powers of inspection, sample collection and sharing and free flow of information."
The Rajya Sabha was adjourned on Wednesday and will reconvene at 11 am on Thursday, 4 August.
