Opposition outrage over issues such as the suspension of 12 MPs, farmers' deaths and inflation pervaded Rajya Sabha on Thursday, with several parties including Congress, TMC, NCP, RJD among others staging a walkout from the House.

Meanwhile, the Lok Sabha held a discussion on the COVID-19 pandemic under Rule 193. Discussions under this rule do not involve the introduction of a formal motion before the House. Hence, no voting takes place after discussion on the matters considered under this rule.

At the end of the second day of Winter Session, both Houses were adjourned as opposition leaders continued their condemnation of the suspension notice.

Lok Sabha and Rajya Sabha were earlier adjourned several times amid the uproar.

  • Both the Houses of Parliament will hold proceedings simultaneously for the next 20 working days.

  • The Farm Laws Repeal Bill, 2021 was passed in both the Houses within minutes of its introduction on the first day of the Winter Session

  • As per a Lok Sabha notice, 26 new bills, including the highly-anticipated bill seeking to ban cryptocurrency will be introduced in the Parliament during the session

Rajya Sabha Passes The Dam Safety Bill 2019

The Rajya Sabha, on Thursday, 2 December, passed The Dam Safety Bill, 2019.

According to ANI, the Bill "provides for the surveillance, inspection, operation and maintenance of specified dams in India via a regulatory body."

The Trinamool Congress also walked out from the Rajya Sabha over various issues including suspension of 12 Opposition MPs.

Opposition MPs raised slogans on the issue of farmers' deaths, rising inflation in the Rajya Sabha, with many parties, including the Congress, NCP, RJD, TRS, and IUML staging a walkout from the Upper House over the issue of inflation, ANI reported.

'Act of Sacrilege': RS Chairperson Responds to Outrage by Opposition Leaders

Rajya Sabha Chairperson M Venkaiah Naidu spoke on the days-long protests by the opposition leaders over the suspension notice and said he is struggling to understand why the opposition is referring to the ban on 12 MPs as undemocratic.

"Latest suspension isn't the first time to have happened. Such suspension of members, starting in 1962 happened on 11 occasions till 2010, further to a Motion moved by Govts of the day. Were all of them undemocratic? If so, why it was resorted to so many times?" he questioned, ANI reported.

Naidu went on to say that he has categorically called the behaviour of the suspended MPs an 'act of sacrilege’ and added, "Unfortunately, a message is sought to be sent out that ‘sacrilege’ of the House is democratic but action against such sacrilege is undemocratic. I am sure people of the country would not buy this new norms of democracy", ANI reported.

RS Adjourned Till 12 Noon

The Rajya Sabha was adjourned till 12 noon amidst uproar created by the Opposition over the suspension of 12 MPs.
