Elamaram Kareem, CPI-M member urged the government to intervene and ask the airlines and Indian railways to forgo cancellation charges since a lot of people are cancelling their travel plans in the wake of rising coronavirus cases.

Bill Seeking Reservation for Transgenders in Parliament Among Bills Introduced in Rajya Sabha

Nine private members bills were introduced in Rajya Sabha on Friday, which include draft legislations on providing reservation to transgenders in Parliament and state assemblies, and on punishment for offences related to incest and sexual abuse of females in family.

BJD member Sasmit Patra introduced the Constitution (Amendment) Bill, 2020 which provides for reservation to transgenders in Parliament and state assemblies. Patra also introduced The Incest Offences and Sexual Abuse of Females in Family (Prevention) Bill, 2020.

Other bills introduced include the Animal Factory Farming (Regulation) Bill, 2020, the Victim and Witness Protection and Assistance Bill, 2020, and the Third Language Bill, 2020.

300 out of 700 Industries Inspected by CPCB Violating Environmental Norms: Environment Minister

Over 300 out of 700 industries inspected by the Central Pollution Control Board (CPCB) have been found violating environmental norms and causing pollution in the last four years, the ministry of environment told the Lok Sabha on Friday, PTI reported.

Replying to a question in the lower house of Parliament, Union Environment Minister Prakash Javadekar said the CPCB carried out inspection of 700 industries for verification of compliance to environmental norms between April 2016 and March 2020.

"CPCB has reported that out of the 700 industries inspected, 342 industries were found non-complying," he said.

Parliament Approves Vivad Se Vishwas Bill

Parliament on Friday approved the Direct Tax Vivad Se Vishwas Bill, that will provide an opportunity to taxpayers to settle their tax disputes by paying just due taxes with complete waiver of interest and penalty by 31 March. The bill was passed by voice vote and returned by Rajya Sabha as it was a money bill, PTI reported.

It was approved by Lok Sabha on 4 March.

Finance Minister Nirmala Sitharaman also told the House the end of the scheme date would be notified by the government and there was no confusion over that. She told the House that the scheme is to give an option to tax payers for settling disputes.

NCAP Envisages City-Specific Plans: Javadekar to LS

The National Clean Air Programme (NCAP) is meant to ensure that the problem of pollution is addressed at the local level and cities have been asked to prepare plans to deal with the issue, Environment and Forests Minister Prakash Javadekar said on Friday.

Replying to a question in Lok Sabha, Javadekar said NCAP envisages drawing city-specific plans, PTI reported.

"Every city has different pollutants and the sources also vary," Javadekar said. Replying to another question, he said water bodies in the country are polluted because 70 per cent of sewage goes untreated.

'Cong Used Rail Budget to Mislead People': Railway Minister Piyush Goyal in Lok Sabha

Union Railway Minister Piyush Goyal on Friday attacked the previous Congress-led governments in Lok Sabha, saying they presented separate railways budget only to mislead people, PTI reported.

Replying to a discussion on demands for grants of the Ministry of Railways, he said separate railways budget was only a "balloon" and only attracted "claps" in the House.

He said the "fake" announcements used to only "mislead people in elections". Citing some examples, the Railways Minister said some projects are pending since 1974.

Home Minister Amit Shah, while addressing the Rajya Sabha on the Delhi violence, said that only driving licenses and voter ID cards were being used for face identification of the culprits involved in the violence, ANI reported. Aadhaar data was not being used for it, as wrongly reported by some sections of media, he clarified.

He said that the government had received a lot of footage of the Delhi violence, which was being looked into, and identification of the suspects was being done.

Culprits, of Any Religion, Caste or Party, Won't Be Spared: Shah on Riots

Home Minister Amit Shah replied to the discussion on the Delhi Violence in Rajya Sabha, responding to the Opposition's claims of lack of investigation by the government.

"The culprits, they may be of any religion, caste or party, they will not be spared. They will be brought before the law," he said, ANI reported.

Over 700 FIRs have been registered, Shah said. He added that some social media accounts had been started 2 days before violence and were deactivated soon after, and only functioned to spread hatred. Their owners would be found and prosecuted, he assured the House.

4.75 Lakh Vacancies to Be Filled Soon: Union Minister Jitendra Singh to RS

The government will fill up over 4.75 lakh vacant posts soon, Union minister Jitendra Singh informed the Rajya Sabha on Thursday.

"All ministries/departments have been advised to take advance action for reporting vacant position with respect to direct recruitment posts to the concerned recruitment agencies like the Union Public Service Commission (UPSC) and Staff Selection Commission (SSC) among others for filling up of such vacancies in a timely manner," the Minister of State for Personnel, Public Grievances and Pensions said in a written reply to a question.

Naresh Gujral, a Shiromani Akali Dal MP in Rajya Sabha said that 23 February 23 was a dark day in Delhi's history.

"Communal fire engulfed the city, armed hooligans attacked innocent Hindus & Muslims. However, the police response was inadequate," ANI reported Gujral as saying.

"This reminded me of 1984 when an orgy of violence was unleashed by mobs led by Congress leaders for 3 days. Almost 300 innocent people were massacred on streets of Delhi. Only impartial and transparent inquiry commission can reveal the truth," he added.

Parliament Passes Law to Open Coal Sector for Commercial Mining

The Parliament on Thursday passed a bill that will remove end-use restrictions for participating in coal mine auctions and open up the coal sector fully for commercial mining for all domestic and global companies, reported PTI.

The Mineral laws (Amendment) Bill was passed in Rajya Sabha with 83 MPs voting in its favour and 12 against. The Lok Sabha has passed the bill last Friday.

Replying after a brief discussion on the bill, Coal Minister Pralhad Joshi said the legislation will help in bring more FDI in the coal and mining sector, and boost economy. He said that the bill was important as India should be using its own natural reserves, instead of importing coal worth Rs 2.7 lakh crore.

Opposition Warns Govt Against Railway Privatisation

The Opposition on Thursday demanded that the government not undertake privatisation of railways and come out with a separate Rail Budget to better analyse the performance, PTI reported.

Participating in a discussion on demands for grants of the Ministry of Railways in Lok Sabha, M K Raghavan of the Congres said that the BJP government has shown consistent apathy towards railways in the last 5 years and the dismal performance is visible in the high operating ratio, which is the worst in last 10 years.

"Railways is a services sector. BJP is unaware of reasons for establishment of railways. Railway is not an engine to be auctioned off to the highest bidder, it is for poor man's service," he said.

Clear That Police Helped Those Who Indulged in Violence: Sibal in RS

Congress leader Kapil Sibal addressed the Delhi violence in Rajya Sabha, saying that it was clear that the police were helping those who were indulging in violence, resulting in the death of innocent people, who had nothing to do with the riots, ANI reported.

He also raised questions on the lack of FIRs against those who made inciting remarks. "The violence happened because of the virus, the communal virus that was spread by the people who were giving speeches. I ask the Home Minister why FIRs were not registered against those who delivered those speeches," he said.

Looks Like Economy Is Suffering From Coronavirus: Surjewala

Congress leader Randeep Singh Surjewala addressed the media from the Parliament, and emphasized on India's economic state, saying that it looked like the economy was suffering from coronavirus. The rupee was at a low of Rs 74.4, Surjewala said, and alleged that the sensex had crashed by 2700 points and caused a loss of 11 lakh crore, according to Congress tweets.

He pointed out that SBI had cut interest rates, and this, along with the price of crude oil, was harming the common man. "We are ill equipped to deal with coronavirus," he further added, and questioned the government on their preparedness.

BJD member Pinaki Misra demanded the installation of thermal imaging cameras in the Parliament complex in the wake of the coronavirus outbreak, PTI reported.

Union Health Minister Harsh Vardhan addressed the Lok Sabha regarding coronavirus testing in India. "The National Institute of Virology in Pune is our central reference lab. After this we started with 15 labs because this is not a routine test, it can't be tested in every laboratory," ANI quoted him as saying.

He said that activities were being coordinated at 51 laboratories and 56 collection centres across the country.

Jaishankar Responds to Questions Raised on Indians Stranded Worldwide

Continuing his address in the Lok Sabha regarding India's response to coronavirus, External Affairs Minister S Jaishankar responded to the questions being raised on the government's seeming inaction regarding Indians stranded worldwide.

"Bhagwant Mann ji raised issue of 30 students of Punjab who are stuck at Italy airport. I would like to tell you that there aren't only 30 students, there are many more from different parts of the country. I need to find a way of helping them and bringing them back," Jaishankar said, ANI reported.

"We're at it. Please understand that we can only bring them back if they are tested, they have to be tested. To test them, we've started sampling today as we can't bring back untested people in very severe epidemic situation as I have responsibility of this country to worry about," he added.

6000 Indians Stranded in Iran, Says External Affairs Minister S Jaishankar

External Affairs Minister S Jaishankar updated the Lok Sabha on the status of the people stranded in Iran, saying that 6000 Indians were stranded including 1,100 pilgrims and 300 students, as per PTI reports.

He added that 229 out of 529 samples of the stranded Indians have tested negative for coronavirus, and the initial focus was on bringing back the pilgrims, mostly stranded in Qom. However, there were operational constraints on evacuation as the Iranian system is strict, he said. He added that he had taken the initiative to meet the parents of some of the students stranded in Iran and assured them of prompt action.

External Affairs Minister S Jaishankar Addresses Coronavirus Measures

External Affairs Minister S Jaishankar, addressed the matter of coronavirus in the Lok Sabha, assuring that the government was taking necessary actions. "As the House would have noticed, where specific interventions are required - as in the case of Wuhan in China, the Diamond Princess crew in Japan or now the pilgrims in Iran, we will take necessary action," he said as per ANI.

He added that since this was an exceptional situation that required exceptional response, travel in itself is not recommended as it only heightens risks.

Jaishankar said that while communities were understandably anxious, encouraging the observance of globally recognised precautions and procedures was important.

802 People are Kept in Detention Centres in Assam: Nityanand Rai

Minister of State for Home, Nityanand Rai, in a written reply to a question in Rajya Sabha, said "As of March 6, 2020, a total of 802 people are kept in detention centres in Assam", ANI reported.

7 Congress Members Suspended for Remaining Period of Budget Session

“The government has miserably failed to maintain law and order. I think there must be some sort of a nexus between the rioters and a section of police officials which resulted in gruesome killings and arson that has tarnished our image across the globe. This is a matter of serious concern for us," Chowdhury told PTI.
