The Jammu and Kashmir administration restored postpaid cellular service connections in the Valley on 14 October, 70 days after the abrogation of article 370 on 5 August. However, hours later, the government reimposed curbs on SMS services.

According to a report by The Indian Express , the move came after the J&K police said that two milliants gunned down the driver of a truck from Rajasthan transporting apples in Sindhu Shermal village of Shopian district.

News agency PTI had earlier reported that a truck driver transporting apples in Shopian district of Jammu and Kashmir was shot dead by militants and the suspects included a Pakistani national.

Jammu and Kashmir Governor Satya Pal Malik had earlier said mobile phones were being used by terrorists to spread a hate campaign in the state.

Shopian deputy commission Yasin Choudhary told The Indian Express that the militants fired shots in the air to disperse locals and labourers loading the truck and took the vehicle a short distance away before killing the driver and setting the truck on fire.
