The Ministry of Home Affairs on Saturday, 30 May, issued guidelines for a phased re-opening till 30 June of all activities outside containment zones. The government also announced it will be extending the lockdown in containment zones till the same period.
As per the new guidelines, the timings for night curfew are now 9 pm to 5 am throughout the country.
The guidelines mention that there will be no restriction on inter-state or intra-state movement of people or goods. However, the ministry has clarified that if a state/UT proposes to regulate the movement then it will have to give notice in advance.
While all activities will be allowed outside containment zones, the below mentioned activities will be allowed in a phased manner, with SOPs prescribed by the Health Ministry.

The Ministry of Home Affairs issued guidelines limiting the lockdown to the containment zones and re-opening of all activities in a phased manner till 30 June.
In the document titled ‘Unlock 1’, the ministry issued a three-phased plan. In the first phase, starting 8 June, malls, religious places, hotels, restaurants have been allowed to reopen. The second phase allows the re-opening of schools, colleges, educational institutions. However this decision will be taken after consulting all stakeholders.
Decision on phase 3 will deal with decision on metro travel, cinema halls, gyms, international air travel, social/political and other large congregation, and will be taken based on the assessment of the situation.

“However, if a state/union territory, based on reasons of public health and its assessment of the situation, proposes to regulate movement of persons, it will give wide publicity in advance regarding the restrictions to be placed on such movements, and the related procedures to be followed,” the ministry said.
