On 22 October, Union Finance Minister Nirmala Sitharaman released the Bharatiya Janata Party’s (BJP) election manifesto for the Bihar Assembly elections. The manifesto is titled ‘Paanch sutra, ek lakshya, 11 sankalp.’ The BJP, in its ‘Sankalp Patra’, has promised to provide free COVID-19 vaccination for all the people in Bihar once ICMR approves a vaccine.

Naturally, this led to more questions than answers in the minds of many social media users. While it may be too soon to pass judgement, here's taking a look at what the Finance Minister's words really mean..
